Bill to Require Pharmacy Subsidies Passes Subcommittee

Legislation requiring cities and other health plan providers to pay significantly increased pharmacy dispensing fees passed out of the Ways and Means Subcommittee on Human Services this week. 

The LOC testified in opposition to the bill in a previous committee and is asking city leaders to contact their legislators to ask them to oppose the bill. 

Currently, CIS health plans pay approximately $2 per prescription for the 283,000 prescriptions filled through its pharmacy benefits manager (PBM).

HB 3013 requires dispensing fees between $9 and $14 and is estimated to cost the CIS participating employers $2.8 million.  Cities that self-insure or provide health benefits in another way may expect to see similar increases.  The bill also requires PBMs to be licensed by the Oregon Department of Consumer and Business Services and limits the ability of PBMs to audit pharmacies.
