DLCD Needs Plan Feedback Next Week
As part of developing a suite of model codes for residential development, the Oregon Department of Land Conservation & Development (DLCD) is reaching out to local governments, housing developers, and other interested parties to solicit real world examples of housing development to compare against the working draft code. The department is asking cities to share plan sets of proposed or built housing development projects that would encourage similar projects in communities throughout Oregon.
For context, SB 1564 (2024) directs the Land Conservation and Development Commission (LCDC) to adopt a model code relating to housing production by the end of this year. This model code would support local governments and housing developers in facilitating production, affordability, and choice in their communities.
The state’s Housing Accountability and Production Office (HAPO) team has produced a draft model code (and accompanying summary memo) that they expect to refine over the coming months. As part of this process, the HAPO team is looking to test and refine the code and ensure it reflects actual housing development projects that have been built in communities across the state.
If your city would like to submit a plan set, please submit them using the link below. HAPO and DLCD will use these plan sets for analytical purposes only. Recognizing the potential sensitivity of housing development projects in the planning stage, they will not publish or distribute submitted plan sets, including in any public-facing document or report.

The deadline to share plan sets is Friday, August 15. This will ensure an analysis can begin for eventual inclusion in the next draft of the code.
