Secretary of State Issues Measure 110 Audit

An audit this week of Measure 110 (M110) implementation found deficiencies in data gathering, program governance, and service coordination.  Specifically, the audit found:

  • There is significant risk that policy makers and the public will be unable to gauge the effectiveness of M110 due to existing data collection and grant management;
  • Program governance, including the organizational structure of the M110 Oversight and Accountability Council and grant award process can be improved; and
  • Stakeholder collaboration, especially with public safety agencies, can be improved.

Measure 110, passed by the voters in 2020, eliminated criminal penalties for possession of small amounts of narcotics and imposed an “E-level” violation instead.  The initiative also shifted state shared marijuana revenue away from city services into a grant program administered by a uniquely structured governance board. Improving M110 implementation is an LOC priority, and League staff will be participating in ongoing legislative conversations to that end.
