Immediate Action Required - State Shared Revenue Certification

In order to receive most state shared revenue payments, cities are required to certify their eligibility annually to Oregon’s Department of Administrative Services (DAS).

As of July 19*, the following 46 cities had not yet completed the required certification to receive these funds:

* Please note cities that completed their certification after July 19 are still reflected on the above list.

If a certification is not completed by July 31, these cities will not receive funds for the 2022 fiscal year.  Because July 31 falls on a Saturday, DAS is asking that certifications be completed by next Friday, July 30

Certification requires completing a short online survey.  DAS sent emails to every city starting on May 20 with a link to their individual survey, and a list of which city contact person received the link is here.  Cities wishing to update this contact information or request a new link can email DAS at das.distributions@oregon.gov.

Cities are reminded that they must adopt an ordinance or resolution electing to receive the funds prior to certification, and an example of an acceptable ordinance is available here.  Cities must electronically attach a copy of the ordinance when completing the certification survey.

All cities have confirmed eligibility to receive alcohol revenue with DAS for many years, and in 2020 marijuana revenue certification was moved over to the DAS process from the Oregon Liquor Control Commission. Only cities that have not banned any type of marijuana premises are eligible to receive a revenue payment for marijuana.  Cities with a population greater than 100,000 need to make an additional certification to DAS to receive cigarette, gas, and liquor revenues.
