U of O Conducting Small Communities Survey

The University of Oregon’s Institute for Policy, Research, & Engagement (IPRE) is working with the Rural Community Assistance Corporation (RCAC) to conduct a survey on barriers to funding water and wastewater projects for communities in the Environmental Protection Agency's (EPA) Region 10 with a population less than 10,000.

The project is being funded by the EPA through its Environmental Finance Center and focuses on Oregon, with the intention of having broader applicability to other Region 10 states.  

The LOC would like to hear from cities with first-hand experience trying to get funding for upgrades, expansion, and general maintenance. The goal of the survey is to get a better sense of how people characterize barriers and any solutions they propose. This project is intended to:  

  • Inform policy recommendations, including strategies to increase access to funding and other resources; and    
  • Improve and maintain local water and wastewater infrastructure in rural communities.  ​​​​​​​

The survey will close April 26 at 11:59 p.m.  It can be viewed here.   

The University of Oregon created the survey by working with Business Oregon and interviewing water/wastewater managers in 12 small communities across the state.  The results will be aggregated and confidential no individual responses will be shared with Business Oregon or RCAC.​​​​​​​
