Updated Model City Charter for Oregon Cities Now Available
This Ninth Edition of the LOC Model Charter for Oregon Cities contains two primary amendments in response to recent litigation trends. The first is clarification of what constitutes a quorum when filling vacant council positions. The second is amending language relating to the removal of a council member for coercing or attempting to coerce the city manager in certain administrative decisions. Both updates are in direct response to lawsuits filed against cities in recent years that challenged similar provisions in the charters subject to the litigation. The model, along with numerous other resources are available in LOC’s online Reference Library.
