Updated Telecom Toolkit Now Available
The newly updated LOC Telecommunications Toolkit is now available in the LOC’s Reference Library. Originally published in 2010, the toolkit is designed to provide LOC member cities with basic guidance to navigate the often-complicated legal and technical issues related to franchising and licensing telecommunications providers in Oregon’s public right-of-way. This most recent version has been completely rewritten and includes a background on the relevant state and federal telecommunications laws, as well as sample master utility right-of-way ordinance and small wireless master license agreement. The LOC would like to thank Tripp May, Sophie Geguchadze, and Michael Johnston at Telecom Law Firm PC for their work in drafting the tool kit.
